Betty Joanne (Harris) Kestner-Cecil, 85, of Moundsville, WV, passed away on Wednesday, November 3, 2021 at Stone Rise, Moundsville.
Betty was born on November 21, 1935 in Marshall County, daughter of the late Donald and Laura Letha (Blake) Harris.
She was a former Secretary for the Marshall County School Board, member of the Cedar Avenue Church of Christ, avid bowler and loved God and her family.
In addition to her parents, she was preceded in death by her first husband, Morris Eugene Kestner, sisters, Maxine Crow and Imogene Garrison and brother, Brooks Harris.
Surviving is her husband, Robert Elwood Cecil of Moundsville, children, Brenda (Bruce) Parsons of Morgantown, WV, Susan Martin of Moundsville and Dave Smith of Wheeling, WV; two sisters, Dorothy (Bob)
Blake of Buckhannon, WV and Dessie Louden of Moundsville; six grandchildren, Jason Harler of Columbus, OH, Jessica Harler of Morgantown, Jodi (Erdinc) Tanriverdiler of Morgantown, Zach (Lauren) Martin of Tampa, FL, Logan Martin of Dallas, TX and Luke Martin of Moundsville and five great grandchildren.
Friends will be received on Sunday, November 7, 2021 from 2-4 & 6-8 at Altmeyer Funeral Home, Lutes & Kirby Vance Chapels, 118 Grant Avenue, Moundsville where the funeral will be held Monday, November 8, 2021 at 11am with Evangelist Brian Price officiating.
Interment will follow at Salem Cemetery.

David, Brenda and Susan, so sorry for your loss. Your mom was a kind and beautiful soul. I have fond memories of spending time with your mom and dad, especially WVU football games. Your mom had a great sense of humor and a contagious laugh. She was also an incredible cook and baker, especially loved her Christmas fudge. So sorry about your mom. It’s always sad to see friends’ parents pass away, but also is a reminder of simpler times, whether it was when we were growing up or when I umpired Jodi and Jessica’s softball games later on. I remember Mr. and Mrs Kestner always being there. I often say we are never really GROWN-UPS till both parents are gone. Think of how long you got to stay someone’s little boy or little girl.. My thoughts and sympathy go out to all of Mrs. Cecil’s family and many friends
